Reporting to the Director of Fleet and Forest Protection, the Operations Manager (Manager) is responsible for the day to day operations of DNR’s Aviation Services.


As a Regulated position under the Canadian Aviation Regulations (CARs), the Manager is responsible to;


  • Ensure that all Aviation Services’ Operations and Maintenance are conducted in accordance with the relevant Canadian Aviation Regulations and the Aeronautics Act.
  • Provide leadership, direction and coordinate Flight Operations and Maintenance staff for a safe, effective and efficient operation of DNR’s helicopter fleet.
  • Provide leadership in obtaining and maintaining the Air Operator Certificate from Transport Canada


Specifically, the Manager is accountable to DNR Aviation Services’ Accountable Executive (the Deputy-Minister) and Transport Canada that all Flight and Maintenance Operations are conducted in accordance with the applicable CARs, by ensuring that all published procedures and processes meet the relevant sections of the CARs, the Aeronautics Act, the Transportation of Dangerous Goods Act and all applicable Federal and Provincial regulations.  The Manager will ensure Federally Regulated Air Operations Manual (AOM) and Maintenance Policy & Procedure (MCPM) manuals are also developed and/or updated.


The Manager is also responsible for the Aviation Services budget, operating expenditures, recoveries, capital expenditures and accurately forecasting budget requirements.  As well, the Manager ensures the effective management of human resources by setting and evaluating staff performance targets, promoting diversity and a healthy, respectful workplace, respecting corporate human resources practices, promoting teamwork and individual development and maintaining good internal communication.  This includes ensuring the effective delivery of an Occupational Health and Safety program that complies with the Occupational Health and Safety Act and other related legislation, standards and management principles.



The Operations Manager must meet the qualifications defined under CARs Standard 722.07(2)(a) and 723.07(2)(a).


The Candidate must hold or have held a Canadian Commercial Pilot’s License - Helicopters (CPL-H) or an Airline Transport Pilot’s License - Helicopters (ATPL-H).


Must have Management and Supervisory experience in civil aviation air operations.


As well, proven leadership abilities are critical to effectively achieve results in this complex work environment. The Successful candidate will have significant experience in managing staff; managing multiple projects and deadlines; problem solving and financial management; excellent verbal and written skills; time management and excellent organizational skills with attention to detail.  This position requires a results oriented individual with a high level of initiative and motivation.


The successful candidate will also have proven experience in the following competencies:  Decisiveness, Strategic Orientation, Developing Others, Team Leadership, Self-Awareness & Personal Impact, Effective Interactive Communication, Partnering & Relationship Building and Intercultural & Diversity Proficiency.


The successful candidate must have a valid driver’s license.

Special Statement


The candidate must not have any convictions;

  1. under subsection 7.3(1) of the Aeronautics Act; or
  2. two or more convictions, occurring during separate unrelated events, under the Canadian Aviation Regulations.


Within six months of being hired, the candidate must be interviewed and accepted by Transport Canada as the Operations Manager for DNR Aviation Services.

Pay Grade:  EC 11  


Salary Range:  $2,613.00 - $3,332.00 Bi-Weekly plus a temporary salary adjustment of $490.05 bi-weekly.
