The Prince George’s County Police Department is currently seeking a highly qualified individual to fill a Non-Sworn Pilot-in-Command position, grade P23 in the Special Operations Division, Aviation Section.
The Pilot-In-Command is a civilian (non-sworn) position responsible for piloting rotorcraft-helicopters for the purpose of assisting law enforcement in the control and suppression of crime, transporting public safety employees and equipment for aerial surveillance, search and rescue, and other related law enforcement and public safety operations. This position applies significant knowledge of, and experience with, principles and practices of aviation safety and flight operation management. Incumbents exercise considerable independence and receive general supervision from the Chief Pilot and Commander/Manager of the Aviation Section.
Work is performed outdoors in a helicopter where such conditions as seasonal weather extremes, poor flying conditions, and night flying are encountered. Work requires physical exertion in controlling and flying helicopters and loading and unloading equipment and cargo. Incumbents must be able to climb and crawl to conduct flight inspections, reach, grasp, hear/listen, see/observe up close and far away to perform the essential duties of this job. Some work is performed in an office setting with frequent interruptions. Incumbents may sit for extended periods of time answering the telephone and operating computer equipment.
Incumbents in this class may be assigned to a work rotating shifts to include evenings, nights, weekends and/or holidays. Incumbents are subject to on-call duty during emergencies and staff shortages, and may be required to work overtime, as needed.
Accountability Statement:
The incumbent must meet and maintain the training standards set forth by the Prince George’s County Police Department. The incumbent shall not disseminate confidential information, administrative or operational, unless expressly authorized. Confidential information may not be discussed with other County employees (including individuals in the Police Department), except for work-related reasons, under terms and conditions of the Maryland Public Information Act. The incumbent in this position is deemed “essential personnel” and is subject to report during standard or non-standard hours as operations necessitate. Examples of Work
What You’ll Do:
- Conducts all activities required by the Federal Aviation Administration (FAA) for a commercial rating as pilot-in-command of rotorcraft-helicopter.
- Conducts all activities as a member of the Prince George’s County Police Aviation Section, and complies with all Standard Operating Procedures (SOP), which may be more restrictive than FAA Regulations.
- Conducts appropriate pre-flight, flight, and post-flight operations, which requires the ability to make mature, stand-alone, go/no-go, launch decisions. Decisions are based in part on: weather, Temporary Flight Restrictions (TFR), Notices to Airmen (NOTAM), aircraft status and maintenance, health, and legal requirements.
- Cancels and/or terminates flight when airworthiness of aircraft is in question.
- Pilots or co-pilots helicopter in all seasons, times of day, and weather conditions, in accordance with applicable laws and safety regulations.
- Evaluates current and forecasted weather conditions prior to and during flights as well as other information relating to the safe conduction of flights.
- Searches for pertinent weather data, then demonstrates the ability to use that information to avoid hazardous flight conditions.
- Performs pre-flight and post-flight inspection of rotorcraft-helicopter and assists in other inspections as needed.
- Conducts preflight planning and briefings for passengers and crewmembers prior to each mission.
- Operates the aircraft in a manner that complies with FAA regulations, manufacturer’s recommendations, departmental guidelines, and accepted aeronautical procedures.
- Communicates by radio with air traffic controllers and airport control towers in a manner consistent with FAA regulations.
- Maintains records of activities, flight logs and records maintenance issues.
- Reports all maintenance discrepancies to the contract maintenance technician.
- Ensures that the aircraft is properly handled and stored while on the ground.
- May perform routine maintenance functions, such as adding oil, changing light bulbs and other maintenance as allowed.
- Reviews information related to aeronautical sciences, safety, and regulations.
- Maintains knowledge of current FAA regulations that pertain to missions and conditions encountered, or which may reasonably be expected to be encountered.
- Continually works toward the professional development of airborne law enforcement skills and knowledge.
- Communicates effectively with members of the unit, public service personnel, superiors, and citizens.
- Completes written reports and assignments clearly, concisely, and in a timely manner.
- Performs public relations duties by speaking at schools, neighborhoods, and other interested groups.
- Attends seminars and classroom training to further develop and maintain skills in airborne law enforcement.
- Performs tasks and duties which may not be specifically listed in the position description but are within the general operational category and responsibility level typically associated with the employee’s class of work.
Qualifications
What You’ll Need:
High School Diploma or G.E.D., plus:
- A valid FAA Commercial Pilot Certificate with Rotorcraft-Helicopter rating, with no past record of violations or suspensions;
- A current FAA Medical Certificate-Second Class;
- A minimum of 2000 flight hours as a pilot-in-command, rotorcraft-helicopter;
- A minimum of 1500 flight hours as pilot-in-command, turbine rotorcraft-helicopter, and
- A minimum of 500 flight hours as a pilot-in-command night unaided and/or night aided flight time.
In addition to completing a Prince George’s County employment application, the applicant MUST provide specific information relative to each of the areas referenced in the “Minimum Qualifications” statement shown above. The information provided will be used to examine applicant’s qualifications for interviewing for this position. Also, applicant must submit required certificates with the application.
Preferred Qualifications:
- Graduation from an institution of higher learning with Associate’s or Bachelor’s degree.
- 1000 flight hours as pilot-in-command in the Washington DC SFRA/FRZ, (14 CFR part 93).
- 1000 flight hours in MD520N rotorcraft as a pilot in command.
- Seven (7) years Airborne law enforcement experience as a sworn Public Safety officer.
- Operational experience in the National Capital Region Command Center (NCRCC).
Additional Information
CONDITIONS OF EMPLOYMENT:
- Attends and successfully completes Aircraft manufacturer’s annual refresher course as required by Aviation Section guidelines.
- Maintains certification to perform duties of a Commercial Rotorcraft Pilot with current Class II Medical Certificate.
- Maintains the required physical, mental, and emotional standards as mandated by the FAA to perform the duties of a pilot-in-command of an aircraft.
- Maintains commercial pilot currency as mandated by the FAA to perform the duties of pilot-in-command of an aircraft.
- Valid State-Issued Driver’s License
- Must successfully pass a background investigation conducted by the Prince George’s County Office of Human Resources Management, Background and Compliance Division.
- Must be able to work rotating shifts including evenings, weekends, and holidays.
- Must be a commercially rated rotorcraft-helicopter pilot.
- Must complete cockpit dunker and water survival training.
- As an essential employee will be required to work during emergency situations, including inclement weather, natural and man-made disasters, etc., and conform/perform according to essential public safety employee policy/procedure.
DURATION OF ELIGIBILITY: Candidates will be selected from a temporary register of eligible candidates, which will become effective approximately four (4) weeks after the closing date. Once a selection has been made, the register will expire.
