About this position

The Aviation Safety Manager leads Ambulance Services Office of Safety and is responsible for the structure and content of the safety program utilized by NMH Air Care and Ambulance Services ultimately accepts or rejects recommended and/or proposed changes to the Safety Program while ensuring establishment of and compliance with all corporate, state, and federal regulatory agency policies and standards that impact aviation operations.

The Aviation Safety Manager will have a verified background and related experience in FAA Part 91 or 135 flight operations. They retain straight-line reporting authority directly to the VP of Ambulance Services on all matters of safety, drawing authority from the VP and is empowered to function independently to positively affect the integration of safety throughout the Company.

What we’ll expect from you

Accountabilities:
• Reports to and serves and as principal safety advisor to the Vice President and Chief, Ambulance Services – for all Aviation Safety Program elements
• Oversees Ambulance Services Office of Safety
• Directly leading aviation safety.
• Indirectly leading ground services safety through the Safety and Quality Resource Specialist.
• Collaborates with the ambulance services Quality and Education department to coordinate Quality improvement initiatives.
• Oversees the development, implementation, and maintenance of a progressive and proactive quality improvement and safety program per Helicopter Air Ambulance (HAA) industry best practices guidelines.
• Oversees the development, implementation, and maintenance of a Safety Management System per the FAA Safety Management System-Voluntary Program (SMS-VP, CFR 14 Section 5), with the primary goal of accident/incident reduction to a level as low as reasonably possible.
• Within those guidelines also maintains and monitors the NMH Air Care Emergency Response Plan (ERP).
• Works in conjunction with the Air Care Director of Operations, Director of Maintenance, and Director of Clinical Services for safety accountability and promotion.

• Has overall authority for all Air Care safety programs, either actively in-place or to be built, including but not limited to: the Internal Evaluation Program (IEP), the Aviation / Maintenance Safety Action Programs (ASAP/MSAP), Line Operations Safety Audit (LOSA), and Flight Operational Quality Assurance (FOQA).
• Provides the certificate management team with semi-annual, and annual reports on the effectiveness of safety assurance, regulatory compliance, and internal conformance to policy and procedures and, as necessary, corrective action recommendations.
• Delegates, monitors and approves the establishment of plans, policies, and procedures and initiatives for company safety programs, based on current and anticipated regulatory standards as well as currently accepted best management practices.
• Monitors the development and implementation of corrective action / preventive action plans and advises management as required to the progress and effectiveness of these plans.
• Authorizes and arranges external audits and evaluations by qualified subject matter experts and consultants, when warranted and authorized by senior management.
• Manages the Baldwin Aviation Safety Reporting Portal working with the NMH Ambulance Division Quality Office to analyze events, incidents and accidents, hazard reports, safety reports, findings and corrective actions, and evaluates feedback from previous risk solutions.
• Proposes safety policy, monitoring its implementation and providing an independent overview of company activities in so far as they affect safety.

• Promotes a positive safety culture and the company’s commitment to safety to both internal and external partners.

• Holds liaison oversight of the Air Care Safety Committee acting as advisor and insuring industry standards for committee work.

• Recognizes and complies with legal regulatory, accrediting and procedural requirements related to area of responsibility.
• Understands and follows principles and standards as outlined in North Memorial’s Corporate Code of Conduct.
• Protects customer and team member privacy and only accesses customer and/or team member related information as needed to perform job duties.
• Reports violations or areas of concern to supervisor or Corporate Compliance Officer via established methods of communication.

Job Requirements:

• Aviation and or safety – Coursework or Degree
• Preferred: Associate’s or Bachelor’s of Science/Business Degree with major coursework in Aviation Management, Safety, or Industrial Safety.

Experience, Knowledge, Skills, Abilities

• Minimum experience as a commercially rated helicopter pilot.
• Experience with auditing protocols and accreditations.
• Preferred Helicopter EMS (HEMS) experience.
• Preferred previous experience with FAA Part 119 or Part 135 helicopter flight operations..

Knowledge, Skills and Abilities
• Working knowledge of FAA rules and regulations
• Preferred experience with FAA/NTSB aviation safety programs.
• Preferred working knowledge of HEMS certifications i.e. CAMTS.

Licensure/Certification(s) Mandatory

  • Valid Class D Driver’s license in the state of residency with acceptable driving record
